About the job
The FSA is a non-ministerial department of over 1300 people, with a big vision – to drive change in the food system so that it delivers “food we can trust”. More than 90% of food and feed law in the UK currently comes from Europe and our primary goal is to continue to protect public health and UK consumers’ wider interest in food. As we have now exited the EU the FSA faces a significant period of change and activity.
Reporting to the Head of Commercial, the Head of Finance Systems (HoFS) will own responsibility for managing all finance systems as well as lead the organisations finance systems team.
The FSA is embarking on a critical project to replace its Finance and Procurement systems and services which are currently Outsourced to SSCL. The HoFS will be responsible for leading the FSA’s successful implementation and migration onto a new system. They will also be required to successfully transform and embed efficient finance processes across the FSA by Oct 2022.
The new system will facilitate a step change in Finance and Procurement support to the business, driving the automation of transactional activity allowing more time to be focused on value-add services.
The HoFS will be responsible for engaging across senior stakeholders within the FSA as well as external stakeholders including Cabinet Office, Government Finance Function, our incumbent supplier SSCL and future delivery partners. The HoFS will lead an engagement and communications plan across the 100+ system users in the FSA, ensuring the necessary training is in place to successfully implement this large-scale change project.
The HoFS will be responsible for maximising the FSA’s value for money from a budget of £1.5m.
This role will provide essential support to the FSA as it strives to improve its effectiveness and efficiency in meeting its strategic priorities. The Head of Financial Systems (HoFS) will ensure the financial systems are robust and meet the directorates requirements, capable of providing accurate MI to support decision making and helping it to present financial information in an easily consumable manor.
The successful candidate will lead on the delivery of this programme and associated business change initiatives, working to the SRO. They are expected to shape the programme and ensure a consistent, structured and disciplined approach is adopted across the programme to ensure that the desired benefits can be successfully delivered. The responsibilities entail delivery of all aspects of the programme throughout its life cycle including taking responsibility for the successful delivery of outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks/issues/dependencies, benefits development/ realization, problem solving, information & records management and ensuring business readiness for change.
