As a result, we are looking to recruit a Business Analyst on a 24-month Fixed Term Contract to work within the Information and Communications Technology Department.
The Information and Communications Technology Department (ICT) has primary responsibility for service technical infrastructure and support. ICT has staff at a number of locations throughout the Organisation. The key functions of ICT are to provide and support such systems required by the staff of Public Health England (PHE), and to provide the technical infrastructure to enable all forms of corporate communication, both within the Organisation and between the Organisation and its customers and stakeholders.

As a Business Analyst you will be highly experienced in stakeholder engagement; research; performance, cost and benefit analysis and modelling; business process improvement and redesign; and management of technology and business change. You will have a history of working in highly adaptive agile environments, where you have undertaken deep analysis of complex organisations, processes and systems. You will have worked extensively with conducting interviews, running workshops, collecting data and investigating lines of enquiry with individuals and teams, including working with senior staff and managers in sensitive and politically-charged environments.
Main Duties & Responsibilities
You can expect to focus a lot of your efforts on Discovery phase of the project life cycle: however, working in an Agile environment, you will be expected to support Alpha, Beta and Live phases as well.
Conducting and influencing work to support analysis
Planning and delivery of a programme of technology
Leading and supporting business change
Develop and assess evidence for demand for services and features
Prioritise areas for development and for further research and analysis
An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, but also in relation to management systems
Identifying areas for improvement and delivering change
Working in an agile environment; working with, analysing and communicating data to a range of audiences
Working with, analysing and successfully communicating to non-technical audiences

Requirements capture using user stories and product backlogs
Communicating with development teams to ensure they have a complete understanding of the business and user needs
An understanding of agile, user centric design, personal data, digital transactions, security and privacy
Building a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved
Arranging, preparing and conducting interviews and workshops to both technical and non-technical colleagues
Educated to degree level or equivalent level of experience
Excellent verbal and written communication

Successful candidates must pass a disclosure and barring security check.
People working with government assets must complete basic personnel security standard checks.
